While going over my "new" 1998 28' this past year and replacing some electronics, when running the cables down from the rear of the top, through the hard top stantions, I removed the panel that is on both sides of the engine hatch. For those of you that have not done it, it exposed the PVC air intake pipes that extend from the flush mounted intakes on the cabin sides down into the engine compartment. The entire front portion of this area is open, so I purchased two of the three drawer flush mounted storage boxes the hold the plano lure boxes and installed one on each side. I also replaced the wood strip on the back of this piece that was screwed into the deck and used to secure the bottom portion of the cover with a piece of trex (synthetic wood used on decks) since the wood in place was wet and rotting out. Caulk everything back in place and you have six additional lure storage boxes that are convenient and maximize otherwise unused space.

Same idea/different solution
I cut the same thing out and instead used one of those rectangular (28 X 14??) Bowmar inspection hatches with the hinge at the bottom and the latch on top.
I slide my spreader bars; offshore lure bags and fighting belts into those areas as well as a couple 3 gallon tupperware containers that hold my ballyhoo and shark rigs.
I gutted a Plano tackle bag, took the plastic insert from that and mounted it under the sink in the tackle center. That gives me space there for 4 vertical plano boxes for my inshore bass n blues stuff.
