Does anyone know if this is the right hydraulic cylinder for a 28.

That sounds right. Mine went bad and started leaking and I called Wade for the part # and he said HC5313 so that is what I told Seastar. When I got to the boat, it was the 5312. The working dimentions are the same but the cylinder is larger on the 5313. This is on the 32. I guess the 5313 is a heavier duty unit.
