Avatar upload

[Split Decision]

If anyone is interested, you can now upload a avatar to your user name from your own computer. It can be no larger than 80 X 80. Just size down a picture and browse just like you load a picture. It is all the way at the bottom of your profile.

There was a problem with the permissions that was changed.
